Item applys give you bonuses or penalties to certain stats.
In the interests of game balance, restrictions have been placed on the
maximum values that these modifiers may take.

Format: oset apply <location> <modifier>

And apply set with the location of NONE will remove ALL applies on that
object.

<location> is one of the following:
