Fountains are public drink containers, too heavy to pick up and take with you. Generally, they should be flagged NOINVIS, and they shouldn't have A TAKE flag and the weight around 100+ to keep it from being picked up if it does have a take flag.
Values generally shouldn't need to be set. A default is set when an item is set to type ITEM_FOUNTAIN, but you may override these if you feel the values do not fit with your zone.
