ITEM APPLYS
Item applys give you bonuses or penalties to certain stats. In the interests of game balance, restrictions have been placed on the maximum values that these modifiers may take.
Format: oset apply <location> <modifier>
And apply set with the location of NONE will remove ALL applies on that object.
<location> is one of the following:

Object ITEM_FOUNTAIN
Fountains are public drink containers, too heavy to pick up and take with you. Generally, they should be flagged NOINVIS, and they shouldn't have A TAKE flag and the weight around 100+ to keep it from being picked up if it does have a take flag.
Values generally shouldn't need to be set, a default is set when an item is set to type FOUNTAIN.
